With regards to your version of windows. Was it an upgraded windows 10 system or was this bought with windows 10 PRO installed from Microsoft?
When upgrading windows to windows 10 there is usually files that are missing that are key to getting drivers to work.
When you go into device manager is there a yellow icon next to the port that says stmicroelectronics?
Can you run the software from your “my documents” folder. Can you run the driver as administrator just to see if that helps Right click on the driver installer after you have put it in “my documents”. Find the button that says “run as administrator” and click on that. See if this helps.
